Reporting obligations feel like separate problems because they arrive at separate times from separate readers. Underneath, they ask for the same handful of facts about each grant: who received it, how much, for what, when it was decided, who decided it, and what came back. A record that captures those cleanly satisfies almost every obligation as an extract rather than a project.
Commonwealth
Commonwealth entities work to the Commonwealth Grants Rules and Principles, which set expectations for planning, selection, decision-making and reporting, including publishing grant information on GrantConnect within the required window after the agreement takes effect. The practical implication is that the publishable fields must exist as fields, not as sentences in a letter.
State and local
State frameworks vary, and councils vary more, but the common thread is a public register and an internal audit function that will ask for the decision trail. Councils in particular tend to have the strongest transparency expectations relative to team size, which is exactly the combination that makes manual compilation painful.
Charities and Indigenous corporations
ACNC-registered funders report through the Annual Information Statement, and larger ones through financial reports alongside it. Corporations registered under the CATSI Act report to ORIC on a different cycle with a different emphasis, and often also to members directly which is a third audience with a fourth format.
The fix is not more reports. It is one record that every report is an extract of.
Freedom of information
Any of these can receive a request for the decision record on a specific application. This is the obligation that most often exposes how a programme was really run, because it asks for what happened rather than for a summary. If assembling the answer means searching mailboxes, the answer will be late, incomplete, or both.
What to capture as a field
- Recipient identity and ABN, held once on the organisation record rather than re-typed per round
- Amount requested, amount awarded, and the variance between them
- Purpose and category, in a controlled vocabulary rather than free text
- Decision date, decision maker, and the delegation the decision was made under
- Decline reason from a standardised set, so refusals can be reported at all
- Agreement dates, milestone dates, payment dates, and acquittal status
None of this is exotic. It is simply the difference between a record designed to be reported from and a record designed to get a round finished.
